Ventura—The City Council, on Tuesday, July 14, approved an ordinance implementing Housing Element Program 19 for transitional and supportive housing and emergency supportive services.
THE ordinance provides for group shelters and group care facilities in the City.
Deputy Mayor Doug Halter excused himself due to a conflict of interest under the Political Reform Act.
Community Development Director Rachel Dimond and Acting Senior Planner Grant White presented the item. Dimond said the Council has seen the item. White said the ordinance cleans up older zoning codes, adds missing designations and procedures, and makes the rules easier to follow, as required by State Law in the Certified Housing Elements.
“The ordinance includes updates and implementations of five different housing types: emergency shelters, supportive housing, transitional housing, low barrier navigation centers, and group care facilities,” he said. “Program 19 of the housing element requires the City to update its zoning ordinance to comply with recent State housing laws and remove barriers to housing and shelters for people with special needs.”
He said Program 19 has three objectives and includes provisions to address the requirements of Assembly Bill 139, Assembly Bill 101, and Assembly Bill 2162.
