Oxnard Improves Net Position

Oxnard—During a Monday, August 10, special meeting of the City Council, the Finance Department presented its 2025 single audit report and fiscal year 2024-2025 annual comprehensive financial report and summary presentation.

LINDA Hurley, Partner with Macias Gini & O’Connell LLP, made the presentation and was introduced by Chief Financial Officer Javier Chagoyen-Lázaro.

“As Mayor Pro Tem Gabe Teran mentioned, we have Linda Hurley to drive us through the presentation of the financials, and we also have David Bullock from MGO to address any questions or comments the City Council may have,” Lázaro said.

Hurley came to present the audit results and process, along with the required report communication.

“We’re going to be covering the ACFR highlights (Annual Comprehensive Financial Report), and we have some financial metrics to share with you,” she said. “A summary of audit results is required communication under our audit standards.”

The City will need to consider the Single Audit Report and upcoming GASB (Governmental Accounting Standards Board) standards for implementation over the next two fiscal years.

They prepared three slides summarizing the financial results compared to prior years for the government-wide and governmental and enterprise fund net positions and fund balances.
