Oxnard--The Finance and Governance Committee reviewed and approved recommended Planning Commission bylaws with changes during its October 24 meeting.
PLANNING & Environmental Services Manager Joe Pearson presented the item and said the bylaws established the purpose of the organization, how its members and officers are elected and resigned, how meetings are conducted, communication protocols, and the rules of conduct.
He said the Planning Commission rules and procedures were established and adopted on July 18, 2019, and the Planning Commission requested the Staff to hold a study session to discuss the process for updating its bylaws on April 15, 2021, and examine the role of subcommittees amendments of rules and procedures, and other general revisions.
“The rules and procedures subcommittee was created by the Planning Commission on May 20, 2021,” he said. “The subcommittee met five times between the Planning Commission meetings starting June 3, 2021, through August 19, 2021.”
He said the Planning Commission can change its bylaws, provided they are consistent with its duties outlined within the current bylaws.
