Activator amendment approved

Oxnard—The Council, on Tuesday, December 2, approved the fifth amendment with Brown and Caldwell for primary clarifiers and the activator.

The agreement is through December 2, 2028, with an option for two additional one-year terms ending in 2030, for a total not to exceed $3,782 million for construction management and inspection services for the primary clarifiers and the activated sludge tank improvement process.

Assistant Director of Public Works Tim Beaman presented the amendment and said that in 2017, the Public Works Master Plan identified primary clarifier and activated sludge upgrades as high-priority needs.

“The primary clarifiers were converted from dissolved air flotation tanks in 1975, and have exceeded their useful life by 25-30 years,” he said. “The activated sludge tanks were constructed in 1990, and have surpassed their useful life.”

In December 2024, Brown and Caldwell completed the final design of the sludge clarifiers, which included the activated sludge tanks.

“That includes new aeration piping, diffusers, odor control equipment replacement, structural repair, and process improvements,” he said. “This allows for the future demolition of the trickling futures, and is listed as a top priority in the 2017 Master Plan.”Beaman said a Request for Proposal (RFP) was directly sent to…
