Council adjusts CDBG money

Oxnard—The City Council, during its Tuesday, Jan. 21 meeting, approved the Community Development Block Grant (CDBG) 2023-2024 mid-year allocation.

“The Community Development Block Grant (CDBG) Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.”

Grants Management and Compliance Division Manager Andrea Palmer presented the allocation, and he said the allocation also includes the Home Investment Partnership Program and Emergency Solutions Grant Program (ESG).

These are entitlement funds, different from competitive grants, and she said different Cities and States receive the same entitlement funds and use them differently.

“You don’t have to compete for entitlement funds; the City receives them with having to provide a couple of reports to HUD,” she said. “Every five years, there has to be a consolidated plan submitted to HUD, and in those five years, annual action plans are done annually.”

She said the action plan differs from the consolidated plan; the consolidated plan describes community needs and gaps and the priority of serving the community.
