Oxnard—The City Council, on Tuesday, October 21, approved the Downtown Oxnard Improvement Association’s Annual Plan and Budget.

THE City Council established the Downtown Ox­nard Improvement Asso­cia­tion (District) in 2000, a property-based Impro­ve­ment District.

The action authorized the levy and collection of assessments against real property within the District to fund special benefits and improvements for the District.

Executive Director Able Ramirez Magana presented the plan and thanked the Housing and Economic Staff for putting together a thorough Staff Report.

“We work very closely all the time with our partners at Visit Oxnard,” he said. “Angela Whitecombe, my Board Chair, Gary Blum, Mark Spellman, and Program Director, Sarah Mireles, who I don’t give enough kudos to.”

“This Saturday, from 4-7 p.m., we have our annual Haunt in the Park,” he said.

 

The District has been reviewed five times, and Magana said the most recent review, in 2024, included a boundary expansion that added two blocks north of Second Street.
