Oxnard—The City Council, Tuesday, Mar. 18, approved its five-year Public Housing Agency (PHA) Plan, action plan, and annual Capital Fund Budget.
Interim Housing Director Brenda Lopez presented the PHA’s plan, which describes the PHA’s rules and regulations, requirements, and operational policies and will run through Jun. 30, 2030.
“This serves as application for Capital Fund Grants, which provides funding for capital improvements for Public Housing,” she said. “Due to the Department of Housing and Urban Development (HUD), it requires at least 75 days for the start of the fiscal year.”
The Housing Choice has been updated to comply with the Housing Opportunity Modernization Act (HOTMA) and requires immediate changes.
“The Oxnard Housing Authority adapted its policy plans to assist in navigating policy changes during the transition period,” she said. “HUD transitioned from housing quality standards for the physical inspection of real estate inspections (NSPIRE) for Section 8, required by Oct. 2025.”
Lopez said the Oxnard Housing Authority (OHA) engages the Choice Neighborhoods Grant Program with a $500,000 grant to develop a comprehensive neighborhood transition plan for Las Colonia and Central Oxnard neighborhoods.
