Hazen and Sawyer agreement ok’d

Oxnard—The City Council, on Tuesday, September 16, approved an agreement with Hazen and Sawyer for professional consulting services for Effluent Pump Station (EPS) improvements.

ASSISTANT Director of Public Works Tim Beaman presented the five-year agreement from September 15, 2025, until September 15, 2030, for a total amount not to exceed $2.416 million, for professional engineering services related to the Effluent Pump Station improvements.

“The Effluent Pump Station pumps treat effluent from the chlorine contact tanks to the ocean outfall,” he said. “The EPS was constructed in 1975 and recommended for replacement in the 2017 Public Works Integrated Master Plan.”

An alternative analysis was completed in 2024, he said, which recommended the replacement of the existing EPS.

“There are two different types of pumps: electrical and motor drive, and gas-powered engine-driven,” he said. “The manufacturer no longer supports those gas-powered engines. We can’t find parts for them, and they’ve reached the end of their useful life.”

A Request for Proposals (RFP) for professional services was released on March 5, with an April 9 due date, and the City received three proposals.

The selection committee included the Assistant Director of Public Works, the Wastewater Division Manager, and the Wastewater Project Manager.
