Ventura—The Board of Supervisors, on Tuesday, January 27, determined that the Lewis Road Mental Health Rehabilitation Center and East County Psychiatric Health Facility are exempt from the California Environmental Quality Act (CEQA) and approved to accept funding to authorize the execution of two programs.
The programs include agreements with Advocates for Human Potential for the Bond Behavioral Health Continuum Infrastructure Program, round one: 2024, which takes effect February 1, 2024, through June 30, 2030, for a not-to-exceed amount of $59 million for the Lewis Road Mental Health Rehabilitation Center, and $34.760 million for the East County Psychiatric Hospital, and waive the policy of not including Attorney Fees Provisions in County Contracts.
Board Chair Jeff Gorell said the item requires a 4/5 vote to pass.
County Behavioral Health Director Dr. Loretta Denering brought the item forward, and she said they came to the Supervisors in May 2025 to announce they were awarded $93.7 million, spanning two awards.
