Molina Warning Spurs Emergency Action

Oxnard — The City Council, on Tuesday, June 30, approved ratification of an Emergency Amendment to the Agreement with Macias Gini & O’Connell for an additional Audit Process related to the Fiscal Year Ended June 30, 2025.

CHIEF Financial Officer Javier Chagoyen-Lazaro presented the item and said the Emergency Amendment does not exceed $40,000 for an overall amount not to exceed $1.3 million for additional procedures necessary to complete the independent audit of the City’s Annual Comprehensive Financial Report (ACFR) and fiscal year audit ended June 30, 2025.

Council Member Gabriela Basua said the Auditor might need funds and will return to the Council to request more money.

City Manager Alex Nguyen said they have meetings in July to request a contingency.

“Tonight, we are comfortable with that amount, and we can come back in July,” he said.

“The elected City Treasurer made assertions of an unknown nature regarding matters to the 

City’s annual reporting before the presentation of the fiscal year 2024-25 Audited Financial Statements and Single Audit Reports to the City Council scheduled for May 19, 2026,” 

Chagoyen-Lazaro said.
