Oxnard--The Finance & Governance Committee adopted a resolution for the Utility Ratepayers Assistance Program, Project Assist, for the fiscal year 2023-2024.
The action will assist eligible ratepayers in Oxnard during fiscal year 23-24 and authorize relief equal to $25 monthly for residential customers. The City Staff will fund Project Assist with $241,500 paid by late fees charged to utility customers.
Management Analyst III Grant Dunne presented the item and said the program is eligible for solid waste, water, and residential wastewater utility customers and was initially approved by City Council in May 2017 and renewed annually.
“For year six, the fiscal year 22-23, the Project Assist budget was $145,000, and the financial relief per customer was $15, allowing for 805 applicants,” he said. “Project Assist has accepted and enrolled 784 Oxnard residents during the first 10 months from July 2022 through May 18, 2023.”
He said for fiscal year 23-23. the Staff requests the monthly credit to increase from $15 to $25, use late penalty revenues to fund Project Assist and encourage the 805 utility customers to participate.
