Public Safety Manager’s Association ok’d

Oxnard—During its Tuesday, Feb. 18, City Council meeting, Council Members approved a Memorandum of Understanding with the Oxnard Public Safety Manager’s Association.

Human Resources Manager Steve Naveau presented the MOU, which represents 20 employees and includes Police Commanders, Fire Battalion Chief, Assistant Police, and Fire Chiefs.

He said the issues addressed during the negotiations include health benefits, market adjustments, retention payments, standby pay, holiday hours, annual leave redemption, Fire Battalion Chief additional hours, mutual aid, and the reopener clause.”

“The medical plan, the City’s health benefit plan, and with Cal PERS for medical insurance,” he said. “Cal PERS negotiates directly with health insurance plans to achieve the most cost-effective rates for its member agencies. Even with this negotiating power, healthcare continues to increase steadily. The average increase is 8 percent per year.”

In 2018, he said the City took the step to increase its contribution towards medical coverage that can cover a family plan in at least one of the options offered. That continues to be a guiding principle in the negotiations.

Naveau said the City would increase its medical insurance by 5 percent per year over the three-year contract.
