Teran leads conversation about CFD Parks

Oxnard-- The Special Tax Levy set by the City Council Tuesday, May 23, continues with revenue from the RiverPark Rio Vista School ballfield.

The Finance and Governance Committee set the 2023-2024 Special Tax Rate for Community Facilities Districts (CFD) 1,2, District 4 at Seabridge at Mandalay Bay, CFD 5 at River Park, and 2000-3, the Oxnard Boulevard High 101 Interchange Tuesday, May 21.

Cultural and Community Services Director Terrel Harrison told the Committee they take reservations revenue for Soccer, not the gymnasium.

“The fees we generate do not cover our program costs,” he said. “In 2018, we took in $6,637 in reservation revenue, and our operating costs were $30,396.”

He said the revenue fluctuates, but the 2021 revenue during Covid in Riverpark had an $11,326 deficit.

“The general fund subsidizes our youth programs,” he said.

The Special Tax Levy Credit can be used to reduce the special tax or used as a funding source.

Projects Manager Anthony Miller said the recommended budget for maintenance in the District exceeds the total available revenues; the difference between expenses and revenues can be considered a Levy Credit.
