Oxnard—The Public Works and Transportation Committee, on Tuesday, September 9, approved its 2025-2026 Harbor Islands Homeowners Association Donation to Waterways Maintenance Assessment District 2-Harbor Island.
SPECIAL Districts Manager Patrick Flemming presented the donation of $17,400 from the Harbor Island Homeowners Association to support landscape maintenance and on-call services within the Harbour Island Linear Park.
It also approves the agreement between the City of Oxnard and the Harbour Island Homeowners Association for the donation.
Additionally, it approves the associated budget donations within the Waterways Maintenance Assessment District Zone 2, the Harbour Island Fund.
To recognize the full amount of the donation revenue, Flemming says it authorizes the full amount of available funding, consistent with the purposes outlined in the agreement.
The Waterways Maintenance Assessment District (WAD) was formed in 1970, and Harbour was annexed into the District in 1987.
“The District’s authorized responsibilities include maintaining asphalt, curbs, shrubs, lawns, trees, flowers, irrigation systems, water meters, and water quality monitoring,” he said.
Proposition 218 was passed in 1996, and he said that it limited the District’s ability to increase annual assessments without property owner approval.”
